I have a 3 month old dashund and he will not come to his name being called! Very stubborn ! I know he’s still a puppy but what can I do to start changing this

Your the reason my dog has SO MUCH FRIENDLY in him he has only once snapped at a dog but that was my fault for being scared in the first place
